Organisational Context

east Victoria across an area of 20,000 square kilometres. The service delivery area is bound by Corryong, Yarrawonga,
Benalla, and Dartmouth. We operate 21 water treatment facilities and 22 wastewater treatment plants that service most
towns across the region. Over 200 full time equivalent staff are employed at our centres in Wodonga, Wangaratta, Benalla,
Yarrawonga, Corryong, Beechworth, Mount Beauty, and Myrtleford.

Our operations are overseen by the Department of Energy, Environment and Climate Action (DEECA) on behalf of the
Minister for Water, and the Department of Treasury and Finance (DTF) on behalf of the Treasurer. We continue to invest in

Position Objectives

The Electrical Technician:

  • Works as part of the Industrial Control System team to optimise the performance of North East

Water’s water and wastewater infrastructure ensuring effective and efficient delivery of services.

  • Maintains the operation of

Telemetry and SCADA systems.

  • Assists with the delivery of operational projects, upgrades and asset renewals associated

with
systems.

  • Provides emergency maintenance response across the

Key Responsibility Areas

  • Maintain daily, the operation of Electrical, Automation, Instrumentation, Telemetry and SCADA systems associated

with water and wastewater infrastructure.

  • Minor works associated with water and wastewater Electrical, Automation, Instrumentation, Telemetry and SCADA

infrastructure.

  • Assist in the delivery of operational projects, asset renewals, upgrades and minor capital works.
  • Ability to identify improvement opportunities or areas of business risk for corrective action as appropriate.
  • Provide positive, collaborative technical support to Operational staff to help proactively discuss and resolve faults
and issues within critical treatment and pumping station infrastructure to ensure business continuity.

  • Ensure accurate initiation and completion of all relevant documentation/schematics in a timely and appropriate

manner using required methods (i.e. corporate systems) including but not limited to Timesheets, Work Orders,
Project Closures, Electrical Schematics, Certificates Of Electrical Safety and other statutory paperwork.

  • Adherence to change management procedures ensuring system changes are documented and effectively managed

to minimise business disruption.

  • Actively contribute to the delivery of the ICS Framework and roadmap.

  • Ensure all work is performed safely and in accordance with relevant legislation, regulations, standards, corporation
policy and procedures

the position.

Organisational Relationships

This role reports to the Industrial Control Systems Coordinator and liaises with all internal stakeholders, peers in water
corporations or local government, government agencies and members of the public.

Accountability and Extent of Authority

  • Accountable for the proper performance of set responsibilities and duties.
  • Authority to procure goods to the delegated value set from time to time, advice and guidance is
available.

  • Accountable for managing own workload and the exercise of discretion in carrying out the position
responsibilities.

  • Accountable for decisions and judgment exercised during performance of duties, advice and guidance is
available.

  • Accountable for undertaking the identified training as required.

  • Use judgment when dealing with the public, contractors, consultants and other organisations.
  • Decisions may be taken regarding assigned work although, where major deviations from approved

estimates are likely to occur, discussions with the ICS Coordinator would be required prior to a
decision or action being taken.

procedures are not appropriate.

technology, processes and procedures. Guidance will be available from within the organisation.

Specialist skills and knowledge

  • Highly developed skills in all forms of communication that enable effective interaction between

management, employees, contractors and the ability to foster relationships with customers/clients

  • Demonstrated previous experience in the maintenance and modification of industrial control systems.
  • The ability to undertake basic fault finding on Industrial control systems, inclusive of PLC, SCADA and
Instrumentation equipment and implement remedial works in a timely manner.

  • A sound knowledge of electrical and electronic installations, electronic control equipment, the
operation, installation maintenance and repair, as used in the water industry.

  • Proficiency in the use of the organisation’s operating systems including the AMIS, GIS and records
management and finance system.

  • Strong knowledge of electrical standards, procedures and regulatory obligations.
  • A broad operational understanding of process, pumping and treatment infrastructure within the water
industry.

  • Physical capacity to work in an environment containing raw sewerage, confined spaces and heights.
  • Ability to read and interpret electrical schematics and process & instrumentation diagrams.

Management Skills

  • Ability to organise own work within a set program.
  • Well-developed time management skills, with the ability to set priorities and plan and organise work to

achieve and set objectives in the most efficient way and within a set timetable, despite conflicting
pressures.

  • Ability to resolve problems in the field.

time.

Qualifications and Experience

Essential for this role:

  • Current Victorian A Grade Electrical License or ability to obtain through mutual recognition (NSW, NT, SA

and TAS)

  • Current Driver’s License
  • Sound computer skills in a range of software packages including Microsoft Word, Excel and Outlook.

Qualifications, knowledge and skills in the following areas are desirable:

  • Completion of training programs associated with Industrial automation and control systems.
  • Experience in the repair and maintenance of Industrial Control Systems in a process type industry.
  • Trade qualifications or experience in instrumentation.
  • Ability to design and modify electrical schematics with the use of AutoCAD Electrical.
