Lead commissioning and contract performance in HSII to shape services, funding, and partnerships that improve health across northern Queensland
- Location: Cairns, Townsville, or Mackay.
- Position: Full time, ongoing.
- Classification: Level 7, base salary commencing from $89,579 per annum.

The role
As the Senior Contracts Performance and Planning Officer, you’ll ensure commissioned activities across the Health Systems Integration Innovation (HSII) directorate are tailored, compliant, and outcome focused, aligned to funding schedules, grant guidelines, and Northern Queensland Primary Health Network’s (NQPHN’s) strategic and operational plans.
You’ll lead activities across all phases of the commissioning cycle, maintain oversight of program funds, and drive planning, co design, procurement, and the management, administration, and performance of commissioning contracts. Your work will connect local intelligence, stakeholder input, and evidence to deliver services that advance NQPHN’s objectives.
What you'll do
- Lead commissioning, service planning, and design activities across the full commissioning cycle.
- Manage contracts, performance reporting, funds disbursement, and governance requirements.
- Support delivery of the Workforce Development Program and contribute to workforce planning, education, and training needs.
- Build strong relationships with General Practices, Aboriginal Community Controlled Health Organisations (ACCHOs), service providers, Hospital and Health Services, stakeholders, and people with lived experience.
- Collaborate with internal teams to share insights and ensure workforce and commissioning priorities are aligned.
- Coordinate projects, develop plans, monitor progress, manage risks, and report outcomes.
- Prepare reports, correspondence, and presentations, and provide general operational and administrative support.

Key selection criteria
- A relevant tertiary qualification and/or at least two years’ experience in a similar role within a medium to large health service, or equivalent experience in the sector.Â
- Demonstrated understanding of health commissioning processes, health service design, and delivery in a mental health and/or social and emotional wellbeing service environment.Â
- Demonstrated ability to lead and coordinate complex projects to deliver the development and implementation of programs or services.
- Demonstrated ability to provide comprehensive support to the administration, management, and performance of contracts.
- Demonstrated ability to prioritise and meet deadlines in a high-demand work environment using project management techniques.
- Highly developed interpersonal, communication, influencing, partnering, negotiation, and conflict resolution skills, with both internal and external stakeholders, particularly in relation to community and stakeholder engagement within the health sector.
- Demonstrated skills in dealing with confidential and sensitive information in a professional manner.
- Sound knowledge of Microsoft Office Suite and the ability to become proficient in other software programs as required.
